IE9.js breaks :hover pseudo-class on non-anchor elements #355

What steps will reproduce the problem?
1. Apply the :hover pseudoclass to a non-anchor element (e.g. .contents 
div:hover)
2. Include IE9.js (2.1 beta4) in page <head> element

What is the expected output? What do you see instead?

Elements should have :hover style applied when hovered over. Without IE9.js (or 
even using IE8.js), elements correctly display :hover styles. With IE9.js, no 
:hover styles are visible.

What version of the product are you using? On what operating system?

IE9.js 2.1(beta4)

Please provide any additional information below.

The CSS specifically used on the page where the issue was noted is:

#roadmap .req-contents.req-unknown .contents div {
  background-position: 0 0;
}
#roadmap .req-contents.req-unknown .contents div:hover {
  background-position: -32px 0;
}

IE9.js transforms this into the following (as reported by Developer Tools)

#roadmap .req-contents.req-unknown .contents div {
  background-position: 0 0;
}
#roadmap .req-contents.req-unknown .contents div.ie7_class11 {
  background-position: -32px 0;
}

I'm encountering the same issue but its not limited to IE9.js 2.1b4 - IE8.js 
does the same thing for me.
