Description : Adjust qwat datamodel to fit SIA405 water

• [ ] define level of detail - tool has to fit engineers need and not only cantonal needs.
• [ ] Definition of aggregation for canton (e.g. VD)
• [ ] introducing OBJ_ID

• [ ] etc.
