qgepqwat2ili Bemerkung not always truncated to 80 characters

Description : In INTERLIS Bemerkung: TEXT*80; !! Bemerkungen is always limited to 80 characters. - so all remark should always be truncated to 80 characters, not just sometimes.

So these classes below should also be truncated
