[x] add DEFERABLE INITIALLY DEREFERED

[x] only classes that are in the datamodel/changelogs/0001/03_tdh_db_sia405.sql (Pilot project Morges / Nyon)
[x] fix missing sia405cc_ class prefixes for datamodel control_cables
[x] add DEFERABLE INITIALLY DEREFERED for datamodel control_cables
[x] add DEFERABLE INITIALLY DEREFERED for class organisation

@jpdupuy This should solve most of the open issues.

I tried it locally, here the dump and a project file. It is configured to use a config pg_tdh tdh_20240530_db_dump_project.zip tdh_20240530_qgis
