Replace QGIS project by layers QMLs #22

We could distribute the QGIS configuration as individual QMLs with some tooling to load them instead of a whole QGIS project. This would offer an upgrade path for customized projects (for example projects that have additional background layers).

Note: it seems that this may have already existed at some point (see project_template/*.qml in the QGEP repository
