[release-v0.73.x] Includes RBAC for results api to query openshift loki #2313

If tekton-results logs_type is `LOKI` and preferred logging stack is OpenShift logging, additional cluster role and cluster role binding will be created. 
pre-request: Users should ensure that for this scenario logging and loki operator are installed as pre-requisite in the cluster before installing the pipelines operator.
