High Availability controller(s) enhancements

The Enabling High Availability documentation is a bit lacking and the feature itself is acting a little weird. This issue aims to track enhancement we can do to the HA feature as well as its documentation.

I'll try to create sub-issues as we discuss this (for each of the items listed below).
