Document Performance Tuning Parameters #412

Docs Request

We should document which parameters admins should adjust to improve the performance of Results at scale. Some things that we know that have cropped up:

Issues go stale after 90d of inactivity. Mark the issue as fresh with /remove-lifecycle stale with a justification. Stale issues rot after an additional 30d of inactivity and eventually close.
