Yes it's intentional, the removed releases are EOL. There was a mistake in the release docs for a couple of releases after we switched to the new LTS model which meant some non-LTS releases are supported for 4 months instead of the expected 1 month.

0.43 is the last such release, and 0.44 is an LTS release which has 1 year of support: https://github.com/tektoncd/pipeline/blob/main/releases.md
