implement priority sorted search results #66

create ordering of artworks found from search according to strength of match. e.g., A > B if two text tags match with A whereas only one text tag match with B.
sort the artwork rows that are returned from GET /search according to ordering decided in previous item.

Also, can relevance of strings somehow be ranked? For instance, a search for "cat" could yield an image that has the tag "education" pictures of actual cats.

yes. good comment. a simple improvement that addresses the example that you give is to rank based on exact match vs. proper substring.
