Undecided stat calculation #92

The number of Undecided Raid is not the same between the profile tab (correct) 
and the settings/Stats tab (incorrect).

I think the problem is in message_query_settings.php: the 
$StateCounts["undecided"] is empty and $NumRaidsRemain is a wrong value

Decremented remaining (aka. number of undecided) by the wrong value.
The attached file contains a fix for this bug.
