clientscript.php return last-modified date header for scripts #227

Without this date header and the application running in "normal" mode the
client machine waits for 10 days to update the script files, regardless of
when the script files where "compiled" last. 
It would be better if the clientscript returned the actual last modified
date of the file it is returning to the client as described here:

This way upgrades will go a lot smoother
