Improvement for html5 compatibility - Added charset attribute on TMetaTag

I added the Charset attribute in TMetaTag, and set 'content' for optional 
rendering based on actual attribute value (e.g. not empty).

There was a bug, meta was showing empty charset, now it's ok.
