Update the Installation_and_FAQ wiki page to make public folders writeable #100

What steps will reproduce the problem?
1. Follow the Installation instruction of the Installation_and_FAQ wiki page

What is the expected output? What do you see instead?
I expected to see all checks green.
It was needed to make the public/javascript and public/stylesheets folders 
writeable.

What version of the product are you using? On what operating system?
Version 1.7, on a Debian 6 box.
