Can't register task client via SageClient #206

When I try, I get told that sjq-common isn't enabled.  I don't think library 
plugins can be "enabled", only installed.  So I think if you're checking for 
"sjq" then you can ensure it's enabled.  If you're just checking for 
"sjq-common" then I think you can just check that it's installed.

I knew about this already but forgot to take out the experimental code before 
sending it to you.  It's really part of "Check for case where SJQ isn't 
running" so I'm closing this ticket.
