The "Kill" button inds-dev UI should be "Stop", and it should be a Graceful stop command so that it is analogous to ds-host stopping the sandbox as matter fo routine. This would help devs (and DS devs) spot normal shutdown issues (things preventing sandbox from shutting down).
Then if sandbox is still around after x seconds, then offer to kill.
