log4j.properties consolidation: using same file for RPM and manual build #111

A log4j.properties.template file has been added to conf/ regarding a manual build of Cygnus, the same than a cygnus.conf.template exists within conf/. This file could be used as the log4j configuration file used by the RPM-based build, instead of the `neore/rpm/SOURCES/config/' one. This would avoid to have 2 replicas of the same file.

Effort: 1 man day

cygnus.conf is already consolidated (I don't remember pretty well)? In that case, it would be a matter of applying the same solution.
