[cygnus-ngsi][NGSISink, all sinks] Improve persistence error logs #1358

Several things can be improved:

Stack trace is only printed on debug mode. This could be part of the error message, in order to know the stack the exception has followed (something unknown until now, except if debug mode is activated).
Expand general Exceptions into Cygnus-specific exceptions.
More Cygnus-specific exceptions can be added, for instance, CygnusResourcesCappingError or CygnusRecordsExpirationError.
