[Feature Request] Parental control

Is your feature request related to a problem?

As the father of eight children, I can tell you that we need parental control on Telegram. Currently with key word search like drug and girls in the normal search box render adult content with no restrictions or warning. So telegram is not family friendly at all.

Describe the solution you'd like

There can be a few small changes made if a few key areas. I know that are not small in terms of coding... I am also a C++ developer.

Search should by default not include any results outside your own contact list.. The option to search all of Telegram must only be available and changeable behind a "parental/owner master password" (((THIS IS URGENT)))
The option to "Find People Nearby" (I know this is in the mobile app) must also be hidden (and locked) by default, this also must be behind a "parental/owner master password"
The \ bot options must also be hidden (and locked) by default, this also must be behind a "parental/owner master password"
The gifs options must also be hidden (and locked) by default, this also must be behind a "parental/owner master password"
There can be more, but as a start I know these four areas are full of adult content, therefore add me to a work group and we can draw-up a more comprehensive overview of the dangers.

Describe alternatives you've considered

We are going to use Signal as a community of nearly 20k... just because Telegram is so dangerous to children. Not that our children necessarily have smart phones, but they can't even read messages from our friends without being guarded.

Additional context

There is a very strong reason to make Telegram family friendly, since in doing so you will draw a mush larger user base. Just look at what length others have gone to achieve this. https://www.cloudveil.org/cloudveil-messenger/

I would like to get involved with development of Telegram directly, but if this kind of feature request is never going to happen there is no real motivation. We need a family friendly instant messaging tool, and I am willing to contribute code towards that if I am allowed to join this community, and if this community can share my vision surrounding family safety.

I would love to see such a feature too. I have children and I to protect them from porn (in global search) and drug (in people nearby) contents, that are way too much accessible.

Actually, I would like to turn it off for myself too. I do not like having porn groups suggested when I am looking up the name of friend. And wish not to see all these people near me selling drugs.

A first option to deactivate such features would be great. To be able to password protect these features against kids would be even better.
