Telegram opens when an application close with Command-Q

Steps to reproduce

• Open Telgram
• Close Telegram with Command-W
• Open an App [you need to open only one application after opening telegram]
• Press Command-Q

Expected behaviour

Telegram should not open

Actual behaviour

Telegram opens
