Telegram always caches downloads to local drive even if Download Folder is set to removable

Steps to reproduce

1. Go to Settings - Data and Storage - Download Folder - set some USB storage mounted in MacOS, for example /Volumes/ADATAUSB
2. Download file from any channel clicking the down arrow (white arrow inside blue circle)
3. Observe that all temp files are cached first to:

   /Users/$USER/Library/Group Containers/6N38VWS5BX.ru.keepcoder.Telegram/stable/account-$TELEGRAMID/postbox/media/

4. Then they are merged into the destination file to /Volumes/ADATAUSB/, and not only that, but cached files are not removed.

Expected behaviour

Write only to set folder, even for removable or network drives. Don't cache anything. Add more options for fine tuning.

Actual behaviour

Generated cache files in local OS drive. Other desktop apps like Forkgram (brew install --cask forkgram-telegram) work as intended.
