Issue with instant view message when automatic downloads are disabled #27776

Steps to reproduce

  1. Turn off automatic downloads.
  2. Click a message with instant view (contains preview images that have not been downloaded).

Expected behaviour

The non-downloaded preview image of the message should be downloaded automatically.

Actual behaviour

There are no changes in the preview image. e.g. https://www.ithome.com.tw/news/162357

Windows 10 x64
