Link Spec #150

After looking over the v3 draft this weekend, I'm realizing that the core concept of a "link" isn't centrally documented well and important aspects are spread out everywhere.

This is just a start to bring together all the docs and make the terminology/usage more consistent.

I have a few more little things to clean up and will make another pass tomorrow, but this is looking so much better, collecting all link-relevant definitions in one place.

This branch has over-stayed it's welcome and become scope creep of other impacted doc cleanups. The updated link stuff feels good to have in here finally though!
