Remove dependency on dt-sdwan #54

Instead of pulling in the ietf-network-state package from dt-sdwan, place a copy in telemetrify-nso/test-packages directly. If we want others to use this then we must remove all internal dependencies.

LGTM. And yes, I agree, we must not have dependencies on internal things so this is a most welcome cleanup and decoupling (drum roll!) ;)
