Describe the bug
If you have two lines of tools and use the keyboard arrow keys to navigate, you cannot reach the second line as it only focuses on the first line of tools. The behavior might be related to - https://github.com/telerik/kendo-angular/issues/4288
This seems to happen when the toolbar is rendered in a specific width size and will depend on the first row last tools (reproducible if it's a DropDown). If you open the navigation demo to a new window it will not navigation issue even if you resize the window.
