Add RLE encoding to instance segmentation model API.
RLE encode instance segmentation object masks.
Add GH actions workflow for tests.
Fix Falcon api.req_options.strip_url_path_trailing_slash issue that caused POST requests fail for "/jobs/" but work for "/jobs".
