EVMHeader query type #117

Add EVMHeader query type for fetching block hash (the response value) given a chain id and block number.

This looks good! I do have some questions about how useful the blocknumber argument is. Ie., how does eth-mainnet know which polygon blocknumber to use? But maybe this is already handled by the user of this query type.

yeah, this would be an input by the user.
