Add DataSpec for Truflation? #132

This is a proposed DataSpec for the Truflation CPI as requested by a user.

Does it make sense for Tellor to provide this dataPoint? After reading the docs it seems like this data may be provided by Chalinlink only, so using Tellor as a fallback (for when Chainlink goes down) for a value that can only be obtained from Chainlink may not make sense.

You can get it other places too. Chainlink just gives it for free when you'd need to pay for the api to get it otherwise. Up to the reporter to decide how to get it
