Added the Bear and Release

Summary

This pr will add the Telliot cypherpunk bear face logo to the startup log! I'd also like to make this a candidate for a new release since we've added base and manta testnets.

Steps Taken to QA Changes

All cli tests passing locally, and spot checking all the various start commands.
