Funded Feeds not heard by Tip Listener #711

Expected behavior: Telliot submits for funded Autopay feed tips when there is no prior submission in the feed _window. Observerd behavior: Funded feeds on Optimism are not being heard / reported for after funds were added to them.

Working on reproducing this on optimism goerli: 1) feed created and funded 2) funds run out 3) funds added 4) (the issue) telliot doesn't see the feed after funds re-up.

Will send updates as comments to this issue, but I wanted to go ahead and make the issue to get the ball rolling.

Issue was fixed by switching to a different (better?) RPC endpoint. If anyone wants the full details lmk 🤙
