ERROR when reporting on Mantle (not breaking) #758

original issue: when reporting with telliot conditional with an address that's in time lock, it's giving an error instead of printing a ""Currently in reporter lock." message:

Update: This error only occurs when running on Mantle Network (5000) and mantle testnet. These networks don't use type 2 transactions, which may be the root of the issue / difference from other networks we're on.

I suspect it's an RPC error, but more investigation needed.
