send token filtering broken

Fixes #623

Description

The SendDialog component was setting TLOS as the default token to send, displaying the available amount on top of the field. The bug shows when the account has a zero TLOS balance because of a broken pointer access.

The bug was fixed and the new default behavior is to select TLOS if its balance is positive. Otherwise, open the token selection dialog and force you to select one from the list.

Test scenarios

• go to this page
• login as any non-zero TLOS balance account (like viterbotelos)
• go to wallet tab and wait for the buttons stop loading
• press Send. A modal should pop up.
• The TLOS token should be selected as default and the available will be equal the TLOS liquid balance
• [optional] change the token and see the available balance updates
• logout and login with a zero TLOS balance account (like millionpixel)
• go to wallet tab and wait for the buttons stop loading
• press Send. A modal should pop up.
• the token selection sub-modal should open automatically.
