Cannot upload CSV for batch transfer proposal #826

Describe the bug CSV is failing to upload. Removing header row results in 'Invalid CSV' notificaiton. Retaining header row silently fails.

To Reproduce Steps to reproduce the behavior:

  1. Go to https://explorer.telos.net/proposal
  2. Click on 'batch transfer'
  3. Select file to upload (download and augment example csv for testing if needed)
  4. Click upload
  5. See silent fail & console error

Expected behavior should successfully upload csv & create a successfully executable proposal
