Ran all tests on tests/tevmc/* with this version and all are passing.

Description

Switch to more modular pytest.mark system
Minor changes all over to bring tests up to the latest apis
Add restart translator cli
Rework subst_plugin config to make it more modular
Create snapshot before deployment of evm on local runs
In local runs fix telos-evm-rpc remote endpoint
Add lots of performance and evm related options to translator config
Update elasticsearch from 7 to 8
Update to subst_plugin v4.0.4-1.0.1-dev
Provide nodeos vanilla v4.0.4 on nodeos image
Set tag on telosevm-translator v1.0
Add translator restart apis & SIGUSR1 handler
Improve startup logic
Vast improvement to stream docker logs with timeout util function
