This adds tevmc repair which fixes the tevm node directory from a state of corrupt nodeos database, by clearing any integrity issues on elastic, deleting nodeos data and downloading an appropiate snapshot, fixing up tevmc.json and leaving everyhing ready on a state ready to restart node from latest valid evm block on elastic.
