On the waterpoints interface, there should be an option to check which 
waterpoints need base line info carried out.

due to the inefficiency in gxt check-box selection model this needs to be put 
in feature release may be. for now we assume all water-point under baseline not 
done need to be set for baseline activity

Ronie do you still get the null Pointer? i instead get a connection time out 
when launching basleine.
