I think this project got catched up by Papyrus, which is also very powerfull 
and reminds me of Microsofts OneNote.. Although it is very pity, that a 
promising opensource project like this got stopped. Possibly someone want to 
fork this project and continue working ? A new UI, some new paper styles and 
the copy/drag feature from Papyrus would enhance quill again to a killer app 
imho.
