Add more tests to htt2_general/test_h2_responses.py

1. We must check all possible values of block_action attack and block_action error in H2ResponsesTestCase and all it's combinations.
2. Add test cases for all TFW_BLOCK cases in tfw_http_req_process and tfw_http_resp_process functions.
