h2 malformed tests and review old #427

Tests are disabled by issue #187 now. But this issue is closed, so I create new.

What is required:

[ ] review tests (remove or disable unnecessary). See #1053 and #1050;
[ ] many tests repeat logic of other directories. Such tests should be moved (or remove duplicate);
[ ] duplicate these tests for h2;
[ ] add h2 tests for RFC 9113;
