681, Initial refactoring #694

Started working with #681, no any code changes, just moved two files into new directory.

@RomanBelozerov I have moved a lot of modules between dirs. Also, I have updated the issue and mentioned the next

we (wil) have many different files in directory test_suite such flacky.py, mixins.py, checks_for_tests.py to name a few. They > are kind-of-test-helpers-or-utils, and may be refactored/reworked. Now their names are not quite suitable.

I think, the amount of the work for the beginning is enough because the PR is becoming huge.

Please, share your thoughts and help me to move more files (you know the codebase much better) to right places.

@RomanBelozerov I am ok with your propositions. I would like to wait for the CI checks. After that I will merge the PR.
