CLI Refresh: Support accepting cert/key data directly instead of just via file #471

Describe the solution you'd like

Basically #362 for the CLI rewrite branch.

Accept data as arg mutually exclusive with path, and accept an env var for it.

I am guessing it's because we're not merging into main. That's the only thing I can think of. I've been hunting for this setting and can't find it.
