Removed --log-level-server from start-dev and instead just reuse --log-level from main CLI, but default to "warn" just for the start-dev command
Allow "pretty" to be an alias for "text" for --log-format for compatibility reasons
Added "none" as an option for --output to allow SDKs to set it to quiet for their dev server use
NOTE: this means that upon CLI release, past SDKs that may have turned off logging will still display the three lines saying host:port, UI URL and metric URL. Newer SDKs should turn this off by default, but in the meantime the user may have to do it via a -o none extra arg set or something.
