Simplify admin-tools release workflow #220

What was changed

This changes the admin-tools release workflow back to a simple "copy SHA tag" workflow (just like the one for server). It'll be the job of the release engineer to determine the correct tag.

Why?

AdminTools release workflow was trying to be too clever.
