workflow.setDefaultSignalHandler exists. The equivalent functionality for update should exist also.

I think this is a duplicate (albeit a subset) of #1015 as part of https://github.com/temporalio/features/issues/201. Also, I think we should call this "dynamic" as it is in every other SDK in all other situations.
