Troubleshoot Discord captcha bot #14

It looks like the captcha not on Obscuro Discord server is not working for everyone. Also the bot does not show the verification settings when requested using the "/config view" command.

Generally the bot is working. There was a brief outage which might account for the issues when this ticket was created.
