The modern gemspec/Rakefile had some bugs. Fixed!

Fixed some issues:

There was a temporal paradox in the build process, so I moved Mmap::VERSION to its own file
The .so (or .dylib) file wasn't being put in the right place
The ext wasn't specified in the gemspec
Better, non-redundant description
Moved b.rb to test/
hoe was gross; removed

@tenderlove Would you be willing to push a release to Rubygems too? The current Rubygems version lags behind your repo and doesn't compile.
