Merge or Close stakecoin branch #10

I closed the stakecoin branch and removed the stake directory on develop.

This was just intended to be a toy staking plugin and was not actually safe, so it's probably not worth keeping because we don't want anyone thinking it is a full staking implementation and using it in a production chain.
