Update ABCI types to Tendermint v0.24

All ABCI proto files have been updated to version 0.24. Additionally, next npm libs have been updated as well:

• protobufjs 6.8.6 ➡️ 6.8.8
• tendermint-node 3.0.0 ➡️ 3.3.0
