refactor(`launch`): set absolute time for launch time

• Replace RemainingTime value to be given in trigger-launch by an absolute timestamp LaunchTime for better UX: the chain A will be launched on April 1st 00:00:00

• Replace launchTimeRange parameters with time.Duration

• Improve TDT structure for MsgTriggerLaunch and MsgRevertLaunch tests
