Change the CPV selector default state (again) #541

1) the "Select all" box is deselected by default

2) New text:

If you don't chose any market, all the NNN tenders will be selected. This may result in a slow network. 
You can also restrict visualization to specific markets below.

where NNN is the amount of bids

3) don't send an empty cpv array in the request, send nothing
